when we run out of town, city, and landmark portal spaces

so many towns are being made, and i just had a question: what will happen if all of the town portal slots are used up and someone wants to make a town application? will the town area in hub have a second floor made under it? will another wing be made for more town portals? im really wondering what will happen.

If we run out of space either another floor will be added vertically, or the wing will be expanded outwards to create more space on each existing floor. We'll work that out if the time comes.
