Just plant a few in your basement. For the most part the farms are for nonrenewable items to keep the map looking nice, but cactus is one of the easiest things in the game to farm. Doesn’t mean this can’t happen, but I don’t think it’s entirely necessary.

Adding onto what Fig has said , but I know of 2 stores in CVD that carry Cactus 
. You got Willows to the North and then Sammies to the East. Both of these stores are really good when it comes to carrying most items on CV
