So people cant afk at like creeper and xp farms, for hours, and just walk away and do stuff, and the get lots of XP, iirc

also so people cant just sit there cuz it might spawn mobs and cause lag on the server? idk
also it would make afk fish farms too powerful

People standing still can keep chunks loaded, and if too many chunks are loaded at once the server has to process entities, lighting and other stuff, which I imagine would be very laggy. Also, this could allow players to use AFK farms, or exploit AFK bugs. AFK farms, and the amount of entities they can spawn if the person is afk, could lag out players with a lower end computer

As an official staff response, what everyone else said is correct

If you need to afk without being kicked you can head to another server like skylands or creative and hang out there.

question, why can't you be kicked in the skylands and creative?

I think it is because you cant use any afk farms etc

also cuz mobs cant spawn there and the lighting never updates either
